PhAMAS is delighted to invite you to a timely panel discussion on the economic and financial outlook for the Mid-Atlantic region, including the City of Philadelphia.

Matt Colyar, Senior Economist at Moody’s Analytics, will open the session with a regional economic overview, including a focused discussion of trends shaping the Philadelphia MSA.

Josh Goodman of The Pew Charitable Trusts will follow with insights into the fiscal challenges facing state and local governments in 2026 and beyond, including slower revenue growth, rising Medicaid and disaster-recovery costs, infrastructure backlogs, and federal policy changes that are shifting more responsibility to states.

Jackie Dunn, Treasurer of the City of Philadelphia, will close the program with an update on the City’s financial position, capital budget, forward issuance calendar, and key policy priorities for 2026. 

Baltazar Juarez, Chair of PhAMAS, will serve as moderator.

Speaker Bios:

Matt Colyar
Senior Economist, Moody’s Analytics

Matt Colyar's work is primarily focused on the labor market and monetary policy in the U.S. He also covers the economies of Pennsylvania and several U.S. metro areas. Matt is a regular contributor to the Moody’s Talks Inside Economics Podcast with Mark Zandi. He lends his expertise to major publications such as The Wall Street Journal and The Washington Post through frequent media interviews. Prior to joining Moody’s Analytics, Matt worked at the World Bank, focusing on private-sector development in South Asia, and in private industry as a financial analyst. He received his master’s degree in applied economics from Lehigh University and his bachelor’s degree in business administration from West Chester University.

Josh Goodman
Senior Officer, State Fiscal Health, The Pew Charitable Trusts

Josh Goodman helps lead research on fiscal management and long-term budget sustainability as part of Pew’s state fiscal health project. He has also served as a primary author for Pew studies that examine how states should evaluate tax incentives and maintain budget discipline when implementing those incentives. Goodman has testified before legislative committees in many states, including Alabama, Georgia, Minnesota, Montana, Nebraska, New Jersey, Pennsylvania, Texas, and Washington, as well as at the city councils of New York City and Philadelphia. Goodman was previously a journalist, working as a staff writer for Stateline and covering state and local government for Governing magazine.  Goodman holds a bachelor’s degree in politics from the University of Virginia.

Jackie Dunn
City Treasurer, City of Philadelphia

Jackie Dunn oversees the issuance of notes and bonds on behalf of the City’s General and Enterprise Funds, the City’s $9 billion outstanding debt portfolio, cash management and investments, and related policy issues. In addition, she serves as the Finance Director’s designee on the Philadelphia Board of Pensions and Retirement, a board member of the Philadelphia Municipal Authority, and as a member of the Government Finance Officers Association (GFOA) Treasury and Investment Management Committee.

Jackie previously held other roles since joining the City of Philadelphia in 2014, serving as First Deputy Treasurer, Chief of Staff to the Director of Finance, and Assistant Finance Director. Prior to joining the City, she worked for Public Financial Management and the Annenberg Public Policy Center. She has a Master’s in Governmental Administration and a bachelor’s degree in Political Science from the University of Pennsylvania.
