Speakers:

Nick Rizzo, Senior Analyst on the Mid-Atlantic Local Government Ratings Team, Fitch Ratings

Nick Rizzo is a Senior Analyst on the Mid-Atlantic Local Governments Ratings Team at Fitch. Nick covers credits primarily in Virginia, Maryland, North Carolina, and South Carolina. Additionally, Nick contributes to various economics and cybersecurity research reports at Fitch. Nick joined Fitch in 2019 and holds a BA in Economics and Philosophy from Fordham University.

Darryl Street, Associate Treasurer, Debt and Grants Management, District of Columbia Office of Finance and Treasury

Darryl Street is the associate treasurer for Debt and Grants Management in the Office of Finance and Treasury. In this role, Street manages all aspects of the District’s $12-billion, debt portfolio and provides leadership in all aspects of capital improvement and economic-development finance matters. He also administers federal grant funds, tracking expenditures in all grant-funded programs and provides regular assessments of grant funds. Previously, Street served as the senior financial policy advisor to the District’s chief financial officer since 2015, where he provided strategic advice on a wide array of financial issues, including managing the District’s statutory debt capacity model, long-range infrastructure planning and asset management, as well as institutional investor outreach and various quantitative analyses for other District agencies and instrumentalities.  

Prior to joining the District, Street served as vice president of a municipal financial advisory firm in California, where he advised on more than $12 billion in debt issuances for state and local governments, including the state of California and the city of Los Angeles. Street holds a master’s degree in finance and a bachelor’s degree in business management from Loyola Marymount University, Los Angeles.

Ryotaro Tashiro, Outreach Economist and Advisor, Federal Reserve Bank of Philadelphia

As an outreach economist and advisor, Ryo Tashiro travels across the Third District, speaking to various groups about the economic outlook and the functions of the Federal Reserve. He tries to avoid using economic jargon so that those without economic backgrounds can participate in the conversations. Ryo views these interactions with the public as two-way streets. Not only does he see the importance of informing the public about what is going on with the economy and at the Fed, Ryo also thinks it is important to hear what individuals across the District are experiencing in the economy. Many of the research topics Ryo has pursued were inspired by these conversations with the public. Those topics include his two main areas of focus, labor economics and demographics. Among his many contributions to the Bank, Ryo is notably responsible for the Chamber of Commerce for Greater Philadelphia Economic Outlook Survey.

Prior to joining the Bank in June 2016, Ryo was a business analyst for Bloomberg, where he conducted research on issues related to equity data quality. He has a master’s degree in economics from the University of Michigan–Ann Arbor and a bachelor’s degree in economics from Kenyon College.
